Rabat - Inter-Libyan political talks, which resumed Friday in Skhirate, on the outskirts of Rabat, in the presence of representatives of different Libyan stakeholders, to find a peaceful solution to the political crisis in Libya, is taking place in a "positive spirit," UN secretary general special representative for Libya, Bernardino Leon said.
The different stakeholders have shown a "good positive spirit" during the second day of political talks, which are attended by several foreign ambassadors, the UN official said, noting that the parties need time to reach an agreement.
For his part, Salah Al Makhzoum, chairman of the delegation of the National Dialogue (Al Hiwar al Watani), representative of the General National Congress to these discussions, said the formation of a government of national unity is the fundamental point of these talks, adding that the parties will also tackle the provisions related to an agreement on the guarantees necessary for the existence of a sole legislative authority to support the next government.
"We agree with the UN that the only fundamental solution is the existence of a government, but alongside a legislative authority that controls its action," added Makhzoum, who extended his thanks to Morocco for its efforts to hold the inter-Libyan dialogue.
For his part, Acharif Alouafi Mohamad, from the former National Congress and member of the political dialogue commission, said the parties will agree on fundamental issues that would ensure the continuity of the government action and convey a reassuring message to public opinion in Libya.
The UN envoy is holding separate meetings with each party in order to reconcile their positions, he added, noting that the discussions concerned in particular the establishment of a cease-fire and the surrender of weapons by the various armed groups, especially in the capital Tripoli.
On Thursday, as delegations emerged from their first day of talks, the UN official had said that all participants showed a "positive and constructive" spirit during the first day of inter-Libyan political talks, and were "very conscious" about the obligation to reach an agreement in light of the recent terrorist attacks in the country, the difficult economic situation and the political stalemate.
The parties have showed "willingness" to put an end to the Libyan political crisis, particularly with regard to "the most urgent aspects", mainly the formation of a national unity government and the restoration of security in the country, the UN official said, noting that the negotiators will deepen the debate in the coming days on these fundamental issues.
These talks are a "historic" opportunity for the Libyan parties to reach a comprehensive solution and turn the page, said Leon, who thanked Moroccan authorities for their "good cooperation" and arrangements taken to host and ensure the success of this round.
"I want to emphasize the good cooperation of Morocco and the good work it has done to organize" these talks, he said, extending his thanks to Morocco on behalf of the UN Secretary General and the international community.
